Gourmet Food Truck

I want to revisit this idea...with inspiration from here-Mission Street Food-.
What is the feasibility of us opening up a food truck? Not a taco stand or mobil construction zone hot dog truck, but a true life mobile restaurant.
What would we need to be able to pull off a prix fixe fixed menu that changes daily, gourmet comfort food food truck?
1. A truck
2. a commissary?
3. permits
4. location location location
5. cooks?
Is this a feasible idea? It seems to be popular in The City, and in SF, Gourmet bbq trucks, ice cream trucks, pastry trucks, etc...could we pull this off? Would it be cheaper than a fixed restaurant?
